Why is there not one central agency that houses new and previously successful contingency designs so in a time of crisis we can pull the plan off the shelf?

Why is there not one central agency that houses new and previously successful contingency designs so in a time of crisis we can pull the plan off the shelf? The pressure to “fast track” design increases the risk of an incomplete design on a project. Designs that are completed “on the fly” will undoubtedly yield hidden costs that hit the budget down the road. Contingency designs gives an agency the ability to manage what, when, where, why, and how construction occurs. This allows the user to manage costs, logistics, and personnel required in the event a contingency occurs down the road.  So that a contingency to cover foreseen and predictable conditions can be mitigated and controlled. The United States Government including, D.O.D, U.S. Army, Air Force, Navy, Marines, Homeland Security, FEMA, NATO, UN and other global agencies all face a common issue. How to have a plan for Contingency operations. In a time of war, natural disaster, or any other unforeseen tragedy. How will these agencies meet the requirements for support, housing and security of soldiers, displaced civilians, and support personnel?
